Examining Ukraine’s Civil-Military Supply Transition from Peace to Russian Aggression

Abstract

This article examines the transformation of Ukraine’s civil-military supply networks in the face of Russian aggression, focusing on the period from 2014 to the full-scale invasion in 2022. The transition of civil-military supply systems from peacetime operations to wartime exigencies represents a critical aspect of national resilience and defense readiness. Drawing on supply chain resilience theory, and civil-military relations literature, the study analyzes pre-war vulnerabilities, the adaptive mechanisms employed during the conflict, and the implications for future hybrid warfare scenarios. The findings reveal that successful transitions hinge on pre-existing institutional flexibility, robust public-private partnerships, and rapid digital innovation. The article concludes with recommendations for policymakers and avenues for future research.
