The strength of a journal is often directly related to the strength of its ethics.

Committee on Publication Ethics (COPE):
COPE (Committee on Publication Ethics), COPE offers advice to editors and publishers on all aspects of publication ethics and, in particular, how to handle cases of research and publication misconduct. COPE also provides a forum for members to discuss individual cases.
